For you, as a start up business, I would go with offering your services as a pet sitting until you can raise the capital to build kennels.
For me as a pet owner, I prefer either having them looked after in my own or in the home of a friends. I'll be honest I have never invited a stranger to my home before. I think it is better because it is less stressful for my dog but to be honest my preference comes mainly from my sister (who used to work in a kennel - is now a Crufts champion) having advising against it so I use her pet sitting.
